As the opportunities for legal emigration dwindled, the willingness of refugees to attempt to emigrate and immigrate illegally grew. Zionist youth movements organized the illegal immigration of Jewish refugees to Palestine, where Zionists wanted to build their own Jewish state. The refugees did not have the necessary permits or papers, and they certainly did not want to be restricted by the British quota system. While official Zionist leadership protested, radical youth, often associated with the so-called Revisionist movement, mocked their fear of breaking the law in the face of impending genocide.
Historians estimate that the illegal Zionist flotilla made at least 140 voyages between Europe and the Middle East, with more than 50,000 refugees intercepted by British naval patrols. The detainees were taken to internment camps, whether directly in Palestine, Cyprus or Mauritius. Over 1,600 refugees drowned en route. Over 100 000 people tried to enter Palestine illegally.
