On today's Victims of Fascism Square there were several locations of the NDH repressive system: the building of the Ustasha Surveillance Service (UNS) was located on the corner of Victims of Fascism Square (then Kulin Ban Square) and Zvonimirova Street. In the NDH, in addition to the regular, a political, or “Ustasha police force” was also established. Immediately after the proclamation of the NDH, the Jewish Department located in 7 Bogovićeva Street operated as part of the Ustaša Police Commission Branch in Zagreb. In August 1941, the Ustasha police forces were reorganized into the Ustasha Supervisory Service (UNS). As part of the UNS, the Ustasha police force operated for the city of Zagreb and its surroundings, which included the Jewish section. That police department had premises at 10 Kulin Ban Square. There was also a prison there, but the same police department also had a prison at 60 Savska Cesta. From July 1941 and during 1942, the Jewish department of the Directorate of the Ustasha Police Department’s premises were located at 31 Koste Vojnovića Street. That Jewish department was responsible for the arrests and deportations of Jews throughout the NDH.

The Jewish department designed and implemented the NDH's anti-Jewish policy. It carried out the supervision of Jews and their deportation to the camps, and the settlement of all requests related to Jews.
