UNRRA, the United Nations Relief and Rehabilitation Administration, was established to coordinate aid to victims of World War II. However, the Czechoslovak definition of who was Czech and who was German, based on the native language listed in the 1930 census, which was applied to victims of the Nazi anti-Jewish rampage, defied the understanding of foreign officials.
